REQUEST FOR EXPERESSION OF INTEREST
FOR
professional capacity building expert- Somaliland National Audit Office
A. Background
The Republic of Somaliland has received financing from the World Bank toward the cost of Somali Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). The assignment involves a capacity-building initiative for the Somaliland National Audit Office (NAO), focusing on two main areas: An institutional capacity building which entails in reviewing and updating the NAO’s financial and compliance audit manuals to ensure alignment with International Standards of Supreme Audit Institutions (ISSAI) and local public sector audit regulations, and individual capacity-building for training, mentoring, and coaching NAO staff at various levels to enhance their skills in financial and compliance audits using the revised manuals.
B. Scope of Work and Responsibilities:
A qualified consultant is required to perform the capacity-building assignment for Somaliland National Audit Office (NOA). The scope of the assignment will cover the following areas:
1. Institutional Capacity building – Review and development of requisite financial and compliance audit documents in line with Audit regulatory framework. The consultant shall be responsible for the review and refinement of the financial and compliance manuals presently in the custody of the NAO to ensure that they are in line with the International Standards of Supreme Audit Institutions, taking into consideration any current updates in the standards, as well as local laws targeting the audit of public sector entities.
2. Individual capacity building – Training NAO staff on financial and compliance audit in line with developed manuals, mentoring and couching of NAO staff, including handholding to undertake audit activities. This shall target at least eighty (80) staff who are currently under the employment of the NAO.
Skills and qualifications
Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included:

1.1. Level of Education:
· A master’s degree in finance, accounting, business administration or commerce.
- Professional certification in CPA, ACCA, CIPFA with accreditation by the respective regulatory body.
1.2.Experience:
- Minimum of 10 professional experience in auditing and assurance, of which at least 5 shall have been with a National Audit Office.
- Experience in capacity building, training, and mentoring of auditors.
- Strong knowledge of ISSAIs, AFROSAI-E standards, IPSAS, and public sector auditing best practices.
- A combination of experience on both international and local (Somaliland) levels is encouraged.
- Demonstrated ability to develop training materials and facilitate technical workshops.
- Excellent analytical, communication, and stakeholder engagement skills.
D. Reporting and other Deliverables: The consultant will report to the Auditor General of the State and will provide monthly and quarterly reports to the SERP Project Coordinator.
E. Duration of Assignment: The assignment is expected to take 12 months with the possibility of extension, depending on the performance evaluation of the TA.
F. The Ministry of Finance and Economic Development invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants shall provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

Submission Requirements: The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
H. The Individual Consultant will be hired based on the World Bank’s Guidelines for Selection and Employment of Consultants (July 1, 2016, and updated November 2017, August 2018, November 2020, and September 2023).
