Candlelight was founded in 1995 as a non-governmental organization dedicated to development issues in under-served and/or marginalized communities. Candlelight is now one of Somalia’s most respected local NGOs with extensive partnerships with national and international organizations, donors, institutions and governments. Our main interventions are currently geared in the areas of humanitarian response, recovery, and resilience building programs across our thematic areas. 

Candlelight is in the process of pre-qualifying potential service providers for supply of goods and services for a period from 2025 - 2027. Candlelight hereby invites all suitable service providers in Hargeisa and Buroa  to submit sealed bids for services, works and supplies as specified here below:

1. Invitation Pre-Qualification of Suppliers for 2025 - 2027
   Candlelight is in the process of pre-qualifying potential service providers for supply of goods and services for a period from 2025 - 2027. Candlelight hereby invites all suitable service providers in Hargeisa and Burco to submit sealed bids for services, works and supplies as specified here below:
2. Tender Reference: CL/PQ/02/2025-2027

Candlelight is inviting all prequalified suppliers to compete for the provision of various goods and services in Somaliland, Candlelight requires a wide range of goods and services categorized into specific sectors.

1. Documents to be submitted with Bid
2. Business license issued by the Ministry of Commerce in Somaliland       
3. Registration certificate from the Ministry of Public Works   
4. Tax clearance certificate from Ministry of Finance in Somaliland (applicable for those who have licenses)   
5. Local government registration certificate                                                       
6. Company profile indicating full address, contact persons, key personnel   
7.  Bank statement for the last six months 
8. Certificates, recommendations, contracts of completion on similar previously completed works – Attach 
9. Supplier ethical obligation- Annex A
10.  Supplier questionnaire – Annex B
11. Completed Suppliers Relevant Experience – Annex C

For consultants, trainers, facilitators, and enumerators, please attach your updated CVs and experience/profile in similar work.

4. Application for registration documents must be submitted in hard copy in sealed envelopes or through email provided below showing the category # applied.

If applying for multiple categories, submit separate applications for each, with the appropriate reference numbers.

All responses should be included in the questionnaire form provided, together with supporting documents in numbered with reference number. Only complete questionnaires, submitted with all the necessary supporting documentation, will be considered.

1. Deadline:
   All applications must be submitted on or before Tuesday 15th April 2025, at 2:30 PM EAT. Late submissions will not be accepted.
2. Note:
   Any false information or incomplete submissions will result in disqualification. Ensure all documents are signed and certified before submission.
