PART 1: INVITATION TO TENDER
Shaqodoon Organization, in tends empower local communities in Wajid district through supporting community-led interventions identified through participatory community adaptation action planning process. This intervention is supporting the construction of the following structure in Wajid district of Southwest State of Somalia.
- Construction of Fodder storage (8m x 12m) at DAMAY Village of Wajid districts
- Construction of Fodder storage (8m x 12m) at Tarmush Village of Wajid districts
- Construction of Food Storage (8m x 12m) at El-Guura village of Wajid districts
Shaqodoon Organization hereby invites local tenders to submit their bids for Construction of the facilities as detailed in in the drawing and bills of quantities and technical specifications.
This tender is open to eligible local contractors who are registered and operational in Southwest State of Somalia and have previously implemented construction works in the area. All interested bidders are hereby informed to submit their Bids and must be sent through email jobs@shaqodoon.orgnot later than 4th June 2025, 3:00pm (Mogadishu Time). Electronic submission for this tender is also accepted. It shall remain the responsibility of the bidder to ensure that their bids reach the address above on or before the deadline. Bids that are received by Shaqodoon after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Award criteria
Award of the contract will be based on the following criteria:
a) ELIGIBLITY CRITERIA:
Copies of the following supporting documentation must be submitted for consideration of the
Bids
- Valid Certificate of registration from the ministry of public works of Southwest state of Somalia
- Valid certificate of registration from the Wajid local council
- Tax Clearance Certificate and proof of tax payments.
- Company Profile
- List of the previous similar work experiences
- Partner recommendations or sample contracts (if not included in the profile section)
- Proof to have implemented activities in Wajid (e.g. constructions implemented)
- Original copy of Bank statement – for the last 6 months with a proof of financial capability
- Detailed Work plan (Simultaneous working modalities will be encouraged to save time)
- Method statement (Detailing how to carry out work safely)
- CVs for technical staff
b) EVALUATION OF BIDS
All valid bids will be evaluated by an Evaluation Committee who will assess the bids based on administrative, technical, and financial evaluation, using the information provided in your bid application. Shaqodoon reserves the right to request proof of your past work experience and to visit the premises of bidders if this is deemed necessary to complete the evaluation.
PART 2: TERMS AND CONDITIONS
Please fill the bills of quantities attached with the tender and send to jobs@shaqodoon.org or drop at Shaqodoon’s Quotation Box located at Shaqodoon office Mogadishu. Quotation should be received on or before 3:00 PM on 31st May 2025. Ensure your quote is on your letter head/stamped and signed.
Instructions
- All Quoted Prices should be inclusive of VAT (local, state or federal tax)
- The quotation should include all costs for the delivery of construction services to user destination.
- The bills of quantities should be dully filled and signed by an authorized officer and stamped.
- Attach valid certificate of registration or license of the local council, regional state level, state or federal government.

Cancellation of the tender procedure
The Tender Evaluation Committee has the right to cancel the tender process at any stage without having to explain the situation. Reasons for doing so might include; non receipt of a minimum number of bids, a dramatic change in specification of the material, the costs exceeding budgetary limits or the project being cancelled

All the Bidders are requested to refer "Pricing Preamble and notes below" and works items of this Bills of Quantities shall be priced to fulfill the requirements there-in. Also see that no page or items are missing prior to pricing of this bill of quantities.
- A list of typical general items are given below. However, the Bidder is requested to price only those items that may affect this Contract.
- The Bidder is advised to visit the site of the proposed work, as it is his responsibility to ascertain the conditions governing access to the site, and external working space, storage area etc.
- If no price has been stated against any item hereunder, the Contractor shall not be entitled to claim any money for such items even though he is obliged to execute the work or provide services described therein. Preliminary items priced by the Tenderer are deemed to include the cost of unpriced items.
- The Bidder is advised to refer to the General Notes, Pricing Preambles, Drawings, Specifications, Conditions of Contract, Particular Conditions of Contract and other relevant documents prior to pricing of the following items.
- The bidder is required to visit the site of the proposed work, as it is his responsibility to ascertain the conditions governing access to the site, the external working space, storage area and any other information he may find necessary before he can tender for the work.
- Cost and expenses in connection with any other preliminary item which is not listed below, but is necessary for the due completion of works, is deemed to be included in the tender rates.
- The contractor shall be responsible for any loss or damage to the works, existing structures, adjoining structures and unfixed materials.
- The contractor shall try to locate the new units in a way to avoid cutting trees. If it is really needed to cut down any number of trees, allow for planting same number of trees
- The contractor shall be responsible for providing necessary lighting, watchmen, and other suitable security measures during construction until handing over.
- The contractor will be required throughout the contract to maintain and keep from obstructing the existing way.
- The Contractor shall be responsible for the provision of all materials, scaffolding, tools, plant, transport and workmen required for the works except in so far as may be stated otherwise herein and he shall allow for the provision of the foregoing except for such items specifically and only required for the use of nominated Sub-Contractors as described herein.
- All such plant, tools and scaffolding shall comply with all regulations whether general or local in force throughout the period of the contract and shall be altered or adapted during the contract, as may be necessary to comply with any amendments in or additions to such regulations.
- Contractor shall provide helmets, gloves, safety masks, dusk masks, eye goggles, boots etc. for the workmen.
- Contractor shall provide safety boards, signs and safety ribbons
- Contractor shall take special care for safety of the patients, staff and public during transportation of materials and implementation of the contract
Plant, Material & Work Practices
- No work in any trade shall be carried out in such a manner as to cause any damage and nuisance to adjacent owners or the public.
- The Engineer has the discretion as to when he deems it necessary for the Contractor to take precautions, maintain or repair any such plant and equipment or order their removal from the site.
- Contractor shall provide specimens, samples and sample panels of material and testing of materials as appropriate and as directed by Engineer.
- The contractor shall comply with statutory requirements of NEMA approved EIA report for this project
Site Facilities
- The contractor shall provide adequate space to serve as a temporary site office and fit it with the required facilities for his own site management staff as well as the Engineer/Engineer's Representative.
- The contractor shall provide adequate space to serve as a temporary site stores or space for storage of plant and materials for the work herein.
- The contractor shall provide toilet facilities for his workers and the Engineers within the site as directed. The contractor shall maintain the same in proper sanitary conditions as per the World Health Organization (WHO) standards, throughout the contract period. The contractor shall demolish the toilet if required to do so upon completion of the project
- Allow for necessary protective fencing/site hoarding, lighting, watchmen and other precautions and maintain for entire construction period.
Sites Operations
- Allow for setting out of works in accordance with drawings; liaise with client to establish exact boundaries and other written information given by the Engineer and obtain written approval from the relevant government authorities for setting out, street and building lines before commencements of construction; Checking of any setting out or of any line or level by the Engineer shall not in any way relieve the Contractor of his responsibility for the accuracy thereof.
- Allow for supplying temporary electricity for the Works and facilities of the contractor including connection, distribution system for the work, internal arrangements and all payment to the authorities for connections. It is the responsibility of the Contractor to ensure steady and uninterrupted power supply to Works. The Contractor shall not be entitled to claim and the Employer shall not pay cost incurred by the Contractor for using electric power generators or for using other alternative power supply method in case there happened to be disruptions to normal power supply due to any reason.
- Allow for provision of water for the works and potable water, including payment of all charges and other expenses in connection therewith, supply from water mains or any other alternative source of water supply, storage and distribution. It is the sole responsibility of the contractor to ensure steady, uninterrupted adequate supply of water required for main contract and nominated sub contract works.
- Allow for maintaining daily records in the manner required by the Engineer to indicate factual details of:
- Allow for clearing up sites on completion, including removal of rubbish and debris, cleaning and leaving all in good order when handing over.
- Allow for preparing and submitting to Engineer in sufficient number of copies the Programme of work referred to in the Conditions of Contract and shall be in both soft and hardcopy-A1 paper size. The Programme shall be updated or revised as required by the Engineer.
- The Contractor shall be responsible for maintaining the sites in clean and orderly fashion at all times and during the entire contract period. Materials, casings etc. shall be kept neatly stacked on the site with all access-ways kept clear. All dust, debris and rubbish etc., arising out of his own works shall be continually cleared and removed from the site. The Engineer's Representative shall certify a percentage of the monthly rate or shall completely suspend the monthly amount if the contractor's maintenance is found to be unacceptable. The burning of rubbish and debris on site will not be allowed under any circumstance. The Contractor is to make certain that his workmen do not burn anything on site.
- Allow for providing all necessary safety measures to workmen (provision for proper usage of Personal protective equipment (PPE)). The bidder should submit his comprehensive safety plan with description and number in each safety device and other safety equipment proposed. The Engineer's Representative has the right to pay a percentage of the monthly component to suit the percentage accomplishment of this safety plan.
- Allow for providing all testing of materials as may be called for by the Project Engineer
- Demolition of existing buildings on site and depose debris at designated dumping site
- Clearing the existing charcoal on site and depose as directed
Time-Related Charges
- Allow for reimbursement of all payments to the authorities for consumption of Electricity or the fuel cost for the Generators
- Allow for maintaining water supply facilities including payment of bills and other monthly charges and any other fees and payments in connection with the satisfactory supply of water.
- Allow for submission of three (03) copies of progress reports each with five (05) photographs monthly covering all major activities taken place during that period and adequate no of photograph to monitor the progress.
- Submission of one copy of weekly and monthly break-up programmes to the Engineer's Representative for progress monitoring purposes.
- Allow provision for General Health, Safety and Environmental Management system for execution of works under the contract. The bidder should submit his comprehensive Safety and Environmental Management system.
