Position Summary:

SOS-CV Somalia is seeking to recruit Curriculum Development/Review Expert to support the implementation of a transformative project aimed at equipping youth—particularly adolescent girls and women—with basic literacy, numeracy, socioemotional and life skills, and foundational/intermediate level vocational skills to enhance their livelihoods. The ideal candidate will lead curriculum development, ensuring that learning materials are inclusive, engaging, and aligned with best practices in education and skills development.

The Curriculum Development Expert will play a key role in designing, reviewing, and enhancing curricula for basic literacy and numeracy skills, cross-cutting socioemotional and life skills, and basic vocational skills to improve livelihoods. The Expert will lead curriculum revisions, integrating innovative instructional methodologies and technologies to improve educational effectiveness. In collaboration with educational institutions, government agencies, and stakeholders, the expert will ensure the curriculum meets the evolving educational needs of learners. Ensure that the curriculum is inclusive, gender-sensitive, and aligned with the best international practices

 Key Roles and Responsibilities

. Curriculum Development and Review

  • Develop/Review and revise market-driven, competency-based training curricula for various TVET sectors (e.g., agriculture, construction, ICT, tailoring, renewable energy, etc.).
  • Align curriculum frameworks with Somalia’s National TVET Policy and Education Sector Strategic Plan.
  • Ensure integration of cross-cutting themes including digital literacy, green skills, life skills, gender, and inclusion.
  • Develop teaching guides, assessment tools, and learning materials in English and Somali.

2. Capacity Building

  • Train TVET instructors, education officers, and master trainers on the application of the curriculum.
  • Provide ongoing technical support and coaching to trainers and facilitators on learner-centered approaches and continuous assessment.
  • Facilitate training-of-trainers (ToT) sessions and develop trainer certification guidelines.
  • Design relevant and effective instructional materials with clear and appropriate learning goals
  • Integrate innovative teaching methodologies and technology-driven learning solutions into the curriculum to enhance engagement and effectiveness

3. Quality Assurance and Monitoring

  • Design quality assurance mechanisms for curriculum implementation including feedback tools, lesson observation, and learning assessment.
  • Monitor curriculum effectiveness through learner outcomes, employment rates, and stakeholder feedback.
  • Support education teams in curriculum-based project evaluations and lesson learning.

4. Stakeholder Coordination

  • Conduct gap analyses of existing curriculum to identify areas for improvement for NFE and TVET curriculum and implement changes to enhance educational quality.
  • Collaborate with the Ministry of Education, NTVET Commission, employers, and private sector actors to validate curriculum content.
  • Participate in national and regional technical working groups related to education and skills development.
  • Work with NGOs and UN agencies to harmonize TVET curricula in Somalia.

5. Research and Development

  • Conduct skills gap analyses and labor market assessments to inform curriculum planning.
  • Pilot innovative teaching models such as blended learning, mobile learning, and apprenticeship integration.
  • Document and disseminate best practices and lessons learned.

5. Monitoring, Evaluation, and Reporting

  • Monitor and evaluate the effectiveness of curricula and make necessary adjustments based on feedback and assessment strategies to align with updated curricula.
  • Provide expert-level consultation to educational institutions on curriculum and learning outcome design, development, improvement, and implementation.
  • Monitor and evaluate curriculum implementation, assessing impact through formative and summative assessments.
  • Review available literature to identify the best practices and emerging trends in curriculum development and promote the adoption of innovative approaches to improve educational outcomes.

Skills and qualifications

QUALIFICATION AND JOB COMPETENCIES

  • Master’s degree in education specializing in curriculum studies/development or teacher education.
  • Minimum 8 years of experience in curriculum development and review.
  • In-depth knowledge of and insights into accelerated basic education and training in Somalia.
  • A proven track in developing and reviewing curriculum material in basic literacy, numeracy, social-emotional and life skills, including climate change adaptation skills.
  • Experience developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.
  • Strong knowledge and understanding of the economic, and educational context of women and youth in conflict areas
  • Demonstrated ability to cultivate relationships and work closely with a variety of stakeholders, including government institutions, NGOs, donors, and education stakeholders.

Ø  A good command of verbal and written English with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience

Ø  Able to establish and maintain healthy working relationships with colleagues in course of work

Ø  Local knowledge in terms of its culture, economic and social trends is compulsory

Ø  Strong coordination skills, strong communication skills, with good written and spoken English and Somali.

Ø  Basic proficiency in the use of MS Office, Email and other computer applications

Ø  Ability in Compiling and producing good quality training report

Ø  Excellent skills in MS Word, Excel and PowerPoint, knowledge of other analysis software an advantage
