Position Summary

The incumbent reports to the academic director of the university and serves as a full-time employee at Global Science University (GSU) as the Dean Faculty of Health Sciences (FHS). The position provides academic and administrative leadership for the faculty. The incumbent will work collaboratively with the president, academic department, deans, staff, students, and external stakeholders to achieve the university’s mission. 

The Dean is responsible for providing strategic guidance to the Faculty of Health Sciences in order to align it with the university’s mission and core values, which include Excellence and academic freedom, Professionalism, Creativity and innovation, The truth of self-reliance, Equal opportunity, Relevance and moral integrity. It is expected that the Dean will create an environment of collegiality and support among faculty and staff, while also demonstrating an inclusive work culture that values diverse perspectives and decision-making. Additionally, the Dean will prioritize excellence in teaching, advising, and scholarship, and will promote a leadership approach that emphasizes teamwork. The Dean will work with all key stakeholders to establish a vision and strategic direction, and will drive further growth and development in enrollment, disciplines, and degrees and to continuously improve and address achievement gaps, and cultivate both internal and external partnerships. The Dean will join a team of highly committed colleagues who are dedicated to serving the students and the community while maintaining its successful student outcomes in an innovative state-of-the-art facility. This position is well-suited for a leader who prioritizes the needs of students and possesses strong collaboration skills and a track record of results-oriented leadership

The Dean has the role of representing the school to both internal and external stakeholders, fostering a culture that is receptive to feedback and innovative. Additionally, the Dean acts as an advocate for the educational programs offered by the school, providing guidance and direction to the faculty and staff to maintain consistent high-quality standards in the curriculum and programs that cater to the needs of the students and the local community. The Dean is responsible for upholding the academic integrity of the faculty and plays a key role in strategic planning, budgeting, curriculum development, program implementation, and scheduling. Furthermore, the Dean oversees the recruitment, support, and professional growth of the school's faculty and staff, while also ensuring compliance with accrediting bodies and federal regulations.

Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS: The Dean is a demanding position and has a wide-ranging of responsibilities

Provide Leadership for the Faculty

·         Create plans and objectives for the school that align with GSU's strategic plan.

·         Take the lead in the planning process, ensuring that all plans are in line with department guidelines.

·         Build and maintain relationships with external stakeholders and community organizations.

·         Represent the Faculty or School in statewide groups, academic organizations, and external meetings and events.

·         Advocate for the faculty or school in meetings with public officials and potential donors.

·         Maintain a student-centered focus by considering both Faculty and community perspectives.

·         Collaborate with other administrators, faculty, and staff to advance the University's goals.

·         Development of professional development programs for the faculty

·         Collaborating with other academics and lecturers to improve teaching methods and expand the knowledge base

·         Review and approve timesheets, leave requests, and professional development requests with the assistance of other Deans and higher administration.

·         Lead the evaluation of School programs and activities.

·         Stay actively involved in professional organizations by attending and presenting at local, regional, and national conferences.

·         Analyze and interpret college policies and procedures to ensure compliance and effective operations.

·         Provide guidance on academic regulations and matters related to the Code of Conduct.

·         Participate in developing and revising strategic and policy documents for the university including strategic planning, reviewing and updating academic policies of the university.

Manage Academic Programs for the School

·         Take the lead in dleveloping new programs in response to the needs of the community and industry.

·         Demonstrate leadership in academic planning, curriculum development, program review, and outcomes assessment.

·         Collaborate with the other deans, and other school faculty to oversee the development of programs.

·         Ensure the production of accurate and informative materials for the college website, catalogue, and other public platforms.

·         Act as a resource for other faculty units, providing recommendations for library materials and coordinating remediation strategies for courses in the school.

·         Lead the development of academic class schedules and make informed decisions regarding classes, in collaboration with other Deans.

·         Developing curricula and course materials for the faculty

·         Participate in teaching and training programs for undergraduate students and plan teaching and training courses, lectures, seminars, and learning materials

·         Student supervision for both undergraduate

·         Provide support to faculty members, including textbooks, syllabi, supplies, and orientation.

·         Take the lead in coordinating textbook and instructional material adoption, working closely with the bookstore to ensure an adequate supply of instructional resources.

·         Lead the assessment processes for the school, ensuring the quality of instruction.

·         Support the oversight of quality instruction.

·         Foster and promote innovation in teaching and learning

·         Student counseling and dealing with those with special needs

·         Stay abreast of statewide and national academic trends

·         Perform other related duties as assigned by the appropriate administrator

Manage Administrative Responsibilities

•         Oversee college functions or initiatives in collaboration with the higher officials

•         Manage the college's budget and prepare necessary budget requests and reports.

•         Approve and supervise the expenditure of funds, including equipment, supplies, and travel.

•         Provide support for faculty initiatives that may impact its operations

•         Take responsibility for all equipment assigned to the faculty.

•         Make recommendations for policies or policy changes that improve the faculty operations.

•         Gather, analyze, and share data and information to enhance the faculty effectiveness and efficiency.

•         Assist in developing alternative sources of funding and provide appropriate oversight.

•         Perform any other related tasks as required.

Skills and qualifications

Minimum Education and Training requirements

Education and Experience:

·         Master’s degree in Public Health, Epidemiology, Environmental Health, Medical Sciences, or closely related field

·         Minimum of four years’ experience at as faculty Dean level

·         Minimum of five years of full-time successful teaching experience in universities or other relevant institutions

Knowledge, Skills, and Abilities

•         Proven track record of academic leadership at the department chair or associate dean level

•         Dedication to ensuring equal access and positive outcomes for all students

•         Proficiency in utilizing data for continuous improvement in programs and services

•         Outstanding communication skills; adept at maintaining professional relationships and handling interactions with students, faculty, staff, and external partners in a tactful manner

•         Experience in accreditation activities and assessing learning outcomes

•         Familiarity with curriculum and program development

•         Strong organizational, collaborative, and managerial abilities

•         Successful management of complex projects

•         Effective teamwork skills to accomplish tasks and projects

•         Demonstrated history of taking initiative and working independently; proactive problem-solving abilities

•         Efficient and effective multitasking capabilities

•         Excellent verbal, written, and interpersonal communication skills

•         Proficiency in using Microsoft Office applications

Knowledge, Skills & Abilities:

•               MSc. Degree from an accredited college or university.

•               A minimum of four years of progressive experience in higher education management.

•               A minimum of five years of teaching at the university level.

•               Knowledge of or familiarity with the mission and distinctive features of universities.

•               Excellent leadership and management skills as demonstrated through prior, relevant work experience.

•               Knowledge of and expertise with the principles, practices, and techniques of university financial systems.

•               Excellent critical thinking and communication skills.

•               Ability to establish and maintain positive working relationships with staff, students, other professionals, and the public.

•               Ability to define problems, establish facts, and draw valid conclusions.

•               Ability to devise or modify methods or processes to solve specific problems.

 Information Technology Abilities:

•            Ability to operate and use computer applications within the university network environment and knowledge of Microsoft Windows Operating Systems.

•            Ability to use E-mail and associated calendaring/scheduling applications.

•            Ability to perform word processing using MS Word.

•            Ability to perform spreadsheet functions using MS Excel.

•            Ability to use other computer programs as needed.

Language and Communication Skills:

•            Native Somali language, fluency in English and Arabic languages is preferred

•            Ability to communicate effectively with a variety of people, including staff, students and the general public, in both written and oral mediums.

•            Ability to read and understand technical journals, financial reports, and similar publications.

•            Ability to write reports and interpret, understand and handle complex information and data.

•            Ability to effectively present information and respond to questions.

Working Hours:

·         The employee is required to perform 48 working hours per week. This will be distributed to the shifts of the week.

·         It is required to devote time, full attention and abilities to your duties during your working hours and to act in the best interests of the responsibilities at all times.
