Role Purpose: Concern has been shortlisted to implement the Empowering Women through Education and Skills Project (Rajo Kaaba), which supports adolescent girls and women in gaining literacy, numeracy, life skills, and vocational training to improve their livelihoods. To support this, Concern is recruiting a Curriculum Development Expert to lead the design and contextualization of a 12-month integrated curriculum for youth aged 15–35 under the Rajo Kaaba Project. The curriculum will combine foundational education with market-relevant vocational tracks—such as childcare, fisheries, and community health—tailored to the Somali context. The role involves close collaboration with the Ministry of Education, Culture and Higher Education (MoECHE), education stakeholders, service providers, and partners to ensure the curriculum is high-quality, inclusive, and promotes employability and empowerment for marginalized groups.

Responsibilities:

Curriculum Design and Review:

§    Lead the review and adaptation of existing literacy, numeracy, and life skills curricula in partnership with MoECHE and education stakeholders.

§    Develop and structure modular and participative, competency-based, disability-inclusive curricula aligned with the 12-month program design, tailored for both women and men aged 15–35.

§    Integrate and mainstream relevant functional life skills including digital literacy, health and hygiene, leadership, women’s leadership and climate resilience into the curriculum.

§    Ensure the vocational tracks (childcare, fisheries, community health work, and others) reflect labor market needs and are accessible to learners with different educational backgrounds, including learners with special educational needs or disabilities, or illiterate/innumerate learners.

§    Oversee the piloting of the curriculum, developing tools to assess its effectiveness, facilitating participatory reviews with stakeholders, and revising the curriculum in response.

Implementation Support:

§    Prepare facilitator guides, training manuals, and learner materials that are context-specific and user-friendly (including learners with special educational needs or disabilities, or illiterate/innumerate learners).

§    Train master trainers, instructors, and implementation teams on curriculum content, inclusion, and interactive and participative delivery methodologies.

§    Provide technical guidance to instructors and support quality implementation across all delivery sites.

Collaboration with Sub-Consultants and Service Providers:

§    Provide technical oversight and curriculum-related guidance to subcontracted partners delivering components of the training program.

§    Support vendors and service providers hosting training sessions by offering curriculum orientation, instructional guidance, and adaptation strategies.

§    Monitor the curriculum delivery quality of external training providers, ensuring alignment with project standards and learner needs.

§    Assist in building the capacity of sub-partners in learner-centered methodologies and inclusive education practices.

Monitoring, Quality Assurance, and Learning

§    Develop assessment frameworks and tools to measure learner progress and training outcomes.

§    Support field teams in continuous curriculum improvement based on the assessment frameworks data, feedback, learner performance, and contextual shifts.

§    Work with the M&E team to ensure data collection tools reflect curriculum learning outcomes and training standards and that data collected is used for programme quality to adjust programme design and implementation as necessary.

Coordination and Stakeholder Engagement

§    Engage actively with MoECHE (FMS and FGS) and Banadir and SWS Regional Education Directorate curriculum departments to align curriculum with national policy and standards.

§    Represent the curriculum component in education sector meetings, technical working groups, and community forums.

§    Facilitate collaboration with other technical staff (TVET Specialist, GBV Officer, Team Leader) to ensure curriculum alignment with broader project objectives.

Reporting:

§    Ensure effective support and development of staff engaged by Concern in Rajo Kaaba project.

§    Ensure that Concern’s policies such as the Code of Conduct, Fraud and Whistle Blowing Policy as well as the minimum standards of humanitarian relief (ICRC Code of Conduct, Sphere, CHS) are adhered to by all staff.

Compliance:

§    Ensure implementation of activities in line with programme documents, donor compliance, and budgetary frameworks.

§    Report any discrepancies, serious incidents or any urgent information which may need serious consideration regarding day-to-day program activities to the attention of programme Coordinator .

§    Monitor programme activities and expenditures against approved project budgets and promptly flag any potential under- or over-spending issues to the Team Leader and Education Programme Coordinator

Accountability and Safeguarding

§    In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E as well as during project closure);

§    Work with research partners to ensure that people involved in the research are aware of Concern’s

Feedback, Complaints and Response Mechanism (FCRM) and know how to access it and that it is functional and accessible and that feedback and complaints are welcomed and addressed;

§    Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected research staff behaviour is disseminated among programme participants and communities.

§    Ensure adherence to the Concern Code of Conduct and Associated Policies

§    Ensure research staff understand and adhere to the Concern Code of Conduct and Associated Policies

§    Ensure the Core Humanitarian Standards (CHS) are understood by research staff and partners.

Skills and qualifications

Role Holder Requirements:

Education:

§    Master’s degree in education specializing in curriculum studies/development or teacher education.

Experience:

§    Minimum 8 years of experience in curriculum development and review

§    In-depth knowledge of and insights into accelerated basic education and training in Somalia.

Government job vacancies

§    A proven track in developing and reviewing alternative basic education, teacher training, or primary/secondary curricula. Knowledge of life skills and TVET curricula would be an advantage.
