Requirements: This position is available in two locations, with one post each in Mogadishu and Baidoa.

Role Purpose:

Concern has been shortlisted to implement the Empowering Women through Education and Skills Project (Rajo Kaaba), which supports adolescent girls and women in gaining literacy, life skills, and vocational training to improve their livelihoods. To support this, Concern is recruiting a TVET Specialist to lead vocational training and workforce development under the Rajo Kaaba Project in Banadir and SWS. The TVET Specialist will design, implement, and monitor market-driven training pathways for youth and women aged 15–35, integrating vocational skills with foundational education and life skills. The role ensures training is inclusive, aligned with local economic opportunities, and meets quality standards set by Concern and the Ministry of Education, Culture and Higher Education (MoECHE).

PLEASE NOTE, THIS ROLE IS CONTINGENT ON FUNDING BEING SECURED.

Responsibilities:

Technical Design and Strategic Oversight

§    Lead the development of vocational training tracks in childcare, fisheries, community health work, and others that are relevant to the Somali labour market and aligned with national frameworks.

§    Contribute to the design of a holistic 12-month training program that integrates vocational content with literacy, numeracy, life skills, digital literacy, and climate awareness.

§    Define competency benchmarks, certification criteria, and assessment tools for each vocational stream in partnership with MoECHE and relevant sector bodies.

§    Ensure the TVET components respond to gender, disability, and social inclusion priorities

Implementation Support and Capacity Building:

§    Provide hands-on technical guidance and training to instructors, master trainers, and delivery staff to enhance quality and learner engagement.

§    Support trainers with practical tools, delivery methodologies, and assessment practices tailored to low-literacy learners and youth from marginalized groups.

§    Facilitate the development of simple, hands-on training materials and job aids relevant to the community-based service and informal employment sectors.

§    Monitor training delivery across multiple sites to ensure consistency, quality, and relevance.

Labor Market Linkages and Graduate Transition

§    Work closely with the private sector, community enterprises, and service providers to identify apprenticeship, internship, and self-employment pathways for graduates.

§    Facilitate the establishment of referral mechanisms and partnerships to support learners transitioning into the workforce or entrepreneurial activities.

§    Collaborate with the M&E team to track graduate outcomes and assess the effectiveness of training in improving employment prospects.

Policy Engagement and Advocacy

§    Collaborate with MoECHE and relevant government stakeholders to ensure alignment of the training curricula with national TVET standards and certification bodies.

§    Represent Concern in technical working groups, TVET platforms, and inter-agency coordination forums related to youth employment and skills development.

§    Advocate for the inclusion of disadvantaged youth, especially women and persons with disabilities, in local and national skills strategies.

Reporting

§    Produce timely technical updates and reports on training delivery progress, quality concerns, and learner feedback.

§    Provide recommendations to address gaps, improve content relevance, and adjust delivery approaches.

§    Contribute to donor reports, technical briefs, and success stories related to vocational training outcomes.

Collaboration with Sub-Consultants and Service Providers

§    Ensure service providers and host centers are equipped with adequate tools, materials, and guidance to implement vocational modules effectively.

§    Conduct regular joint monitoring visits with MoECHE and Concern teams to assess performance and identify capacity gaps.

§    Deliver technical coaching and capacity strengthening to vendors and sub-partners on inclusive, learner-centered vocational training practices.

Compliance

§    Ensure implementation of activities in line with programme documents, donor compliance, and budgetary frameworks.

§    Report any discrepancies, serious incidents or any urgent information which may need serious consideration regarding day-to-day program activities to the attention of the Programme Coordinator.

§    Monitor programme activities and expenditures against approved project budgets and promptly flag any potential under- or over-spending issues to the team leader and Education Programme Coordinator.

Accountability and Safeguarding

§    In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E as well as during project closure);

§    Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Skills and qualifications

Role Holder Requirements:

Education:

§    Advanced degree in Engineering, Education, Economics, or a related field.

Experience:

§    A minimum of 10 years of experience in technical and vocational education strengthening, workforce development, women's skills development, and youth development, in Somalia or countries with similar contexts.

Government job vacancies

§    Experience developing and implementing effective capacity-strengthening models and approaches for organizations and individuals.

§    Strong knowledge and understanding of the economic, and educational contexts of women and youth in Somalia.

§    Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including, Government departments, donors, the private sector, and community-based institutions.

§    Excellent leadership and interpersonal skills including conflict resolution abilities.
