UNDP has been supporting the government’s efforts in the effective implementation of the National Development Plan, which is aligned with the corporate Sustainable Development Goals (SDGs), in collaboration with a wide range of stakeholders in Somalia.
The Rule of Law Portfolio includes projects and programs on Justice, Police, and Security Sector Reforms, Preventing and Countering Violent Extremism, and Human Rights. These five projects and programs are interlinked and address the overall Contributing Outcome under the UN Strategic Framework priority 2: Supporting institutions to improve Peace, Security, Justice, the Rule of Law, and safety of Somalis; and strategic priority 3: Strengthening accountability and supporting institutions that protect. Further, it addresses the National Development Plan on RoL and Access to Justice’s goal, to “establish independent, accountable, and efficient justice institutions capable of addressing the justice needs of the people of Somalia. Most ROL programs under the ROL GFP’s Arrangements in Somalia have outcome and output indicators, but measuring impact at the outcome level has proven challenging. Most projects report at the output and activities level. An important goal of the joint Rule of Law Framework in Somalia is to work under a common monitoring and evaluation mechanism that will constantly measure the status of peace and security in Somalia and be able to assess the effects of the UN´s support in furthering rule of law and understanding what implications the UN support has at the community level.
The GPCR project seeks to create conditions for change through the humanitarian-development-peace nexus using an areas-based approach to reach communities to increase their resilience to conflict and climate crisis. The project takes a holistic and an integrated approach to early recovery and development using the Six Signature solutions and brings together all the results areas in the CO under one hat. The project establishes inclusive consultation platforms for reconciliation and peacebuilding. Communities, including host communities and particularly marginalized such as IDPs and other vulnerable groups, with heavy emphasis on women and youth, will engage with local governments to prioritize and have a say in development priorities in their areas. Funds will be allocated to reconciliation, justice, security, economic empowerment, and rehabilitation of services, in particular to increase resilience against droughts and mitigate risks of conflicts.
The project will have two outputs:
Output 1: Improved and inclusive service delivery, focusing on host and vulnerable population especially for women, youth and IDPs, in fragile geographical areas (Southwest State -SWS) in Somalia, through enhanced inter-ministerial coordination, gender-mainstreamed planning capacities of State & Local administration?
Output 2: Capacities and mechanisms strengthened for conflict prevention and peacebuilding through formalizing people-centered justice mechanisms and community-based security protocols focusing on host and vulnerable population particularly displaced women.
UNDP would like to recruit an experienced international Consultant Security Sector Oversight Technical Specialist who will work on the activity that falls under Output 2, Inclusive Dialogue Enhanced for People Centered Security. The consultancy will be for a period of six months period, and the consultancy will be home based but it will include travel to Mogadishu and Baidoa in three missions.
Duties and Responsibilities
The objective of the assignment:
1.To design dialogue on security sector for the South West government and security stakeholders with the local security stakeholders and build their capacity to ensure that they are able to work more closely with the targeted communities to discuss security challenges faced by communities. The aim of the dialogue is to produce a common understanding and produce innovative solutions that can shape policies to enhance security in the targeted areas, including creating linkages with formal security providers.
2. To document lessons and learning from the South West experience and include information in the new security sector programme document called Building accountable and sustainable security in Somali Federal Member States (BASIS) “Bridging the gap between Policy and Community and show case the lessons and learnings amongst the international community through policy briefs and bulletins.
3. Assist country office in mobilization of resources for the security sector by making 3 presentations to donors including provision of background materials for the consultations.
4. Tasks that may be required to lead UNDP’s efforts in rule of law and security sector reforms/ governance
- Ensure regular coordination and engagement is provided on Global Focal Points at technical level with all the other joint programmes in the security sector.
- Prepare presentations and updates for SSR, including planning and developing a regular bulletin to ensure progress.
- Support UNDP’s development of new generation programmes in rule of law and security with Portfolio Manager for Rule of Law.
Work closely with the UNDP Country office across the projects which will be operating within the same geographical space to ensure coordination and keeping the scope of the overall objectives of the GCPR Funded project.
Institutional Arrangement
The Security Sector Oversight Specialist shall report to the Rule of Law Portfolio Manager and work closely on a daily basis with the Integrated Security Sector Reforms team of UNDP and UNSOM, and liaise closely with other rule of law joint programmes of the UN to ensure that the programme interventions are harmonized and coordinated.

- The Techncial specialist should have a minimum of seven years’ experience at national and international levels, including peacekeeping operations, in technical development and management support positions. This experience could include either military or law enforcement with spcial focus on Security Sector Reforms and governance work
Required skills
- A combination of professional training, certification and experience in SSR.
- The Techncial specialist is expected to have sound knowledge of the principles of peacekeeping and Human Rights Due Diligence Policy.
- Previous experience of working in conflict and post conflict
settings is highly desirable.
