TERMS OF REFERENCE
FACILITATION OF A NATIONWIDE INTERSTATE DIALOGUE ON EDUCATION IN SOMALIA
1. Introduction
The Ministry of Education, Culture and Higher Education (MoECHE) of the Federal Government of Somalia is initiating a Nationwide Interstate Dialogue on Education to address the complex challenges facing Somalia's education sector and build a unified, collaborative approach to improving educational outcomes for all Somali children. Decades of conflict, regional disparities, and varied administrative structures have created significant obstacles to equitable access to quality education. To ensure the dialogue's effectiveness and impartiality, MoECHE believes that a structured interstate dialogue is essential to harmonize education policies and standards, address regional disparities, strengthen collaboration and coordination, enhance resource mobilization and management, develop a shared vision for the future of education, and resolve critical issues related to curriculum, teacher training, examinations, and overall sector management. The interstate dialogue is vital to achieving the MoECHE's goals of improving access to quality education and building resilience.
Background
Somalia's education sector faces significant challenges due to a history of conflict, regional disparities, and varied administrative structures. These challenges hinder equitable access to quality education across the country. The MoECHE believes that a structured interstate dialogue is crucial to:
- Harmonize education policies and standards.
- Address regional disparities.
- Strengthen collaboration and coordination.
- Enhance resource mobilization and management.
- Develop a shared vision for the future of education.
- Resolve critical issues related to curriculum, teacher training, examinations, and overall sector management.
2. Objectives
The primary objective of the Nationwide Interstate Dialogue on Education is to foster a unified and collaborative approach to improve educational outcomes for all Somali children. Specific objectives include:
- Developing a comprehensive dialogue framework.
- Conducting pre-dialogue assessments
- Conduct Focus Group Discussion with teachers, CECs, local authorities, community leaders, Quranic teachers and students at regional and district level
- Conduct Key Informant Interviews (KII) with education officials including Leadership of Ministries, Director Generals and Departmental Directors.
- Engage line ministries of FGS.
- Visit sample schools in each region to engage school administrations.
- Engage education implementation partners
- Engage private education umbrellas
- Engage training institutions including universities
- Organizing and facilitating state and national workshops.
- Providing technical and logistical support.
- Documenting outcomes of the dialogue.
Producing a final report outlining feedbacks and recommendations.
3. Scope of Work
The selected consultancy firm will be responsible for:
- Developing a detailed dialogue framework and methodology.
- Conducting pre-dialogue assessments to identify key issues.
- Facilitation of FGDs and KIIs teachers, CECs, local authorities, community leaders, Quranic teachers and students at regional and district level
- Visit schools at regional and district level to engage school administration
- Planning, organizing, and facilitating state-level workshops across the Federal Member states & Banadir.
- Providing technical expertise and logistical support throughout the dialogue process.
- Documenting all proceedings, feedbacks, and recommendations.
- Preparing and submitting a comprehensive final report.
4. Deliverables
The key deliverables expected from the consultancy firm are:
- A detailed dialogue framework and methodology.
- Pre-dialogue assessment reports.
- State-level workshop reports.
- Facilitation of Regional & state-level workshops
- National-level dialogue report.
- A comprehensive final report outlining key feedbacks, recommendations, and an action plan.
Skills and qualifications
1. Expertise Required
The consultancy firm must demonstrate expertise in:
- Multi-stakeholder dialogue facilitation.
- Education sector analysis.
- Conflict resolution.
- Logistical capacity and project management.
- Documentation and reporting.
- Working in fragile and conflict-affected contexts.
- Neutrality and impartiality.
- Previous work with the FGS Ministry of education and the FMS Ministries of education
2. Reporting and Coordination
The consultancy firm will report directly to the MoECHE. Regular coordination meetings will be held to provide updates on progress, discuss challenges, and ensure alignment with the MoECHE's expectations.
3. Duration
The duration of the consultancy will be 60 working days
4. Proposal Submission
Interested consultancy firms should submit a detailed proposal that includes:
- Company profile and relevant experience.
- Technical proposal outlining the proposed methodology and approach.
- Financial proposal detailing the budget.
- CVs of key personnel.
- References from previous clients.Proof of similar assignments with MOECHE.
This Terms of Reference provides a framework for the Nationwide Interstate Dialogue on Education in Somalia. The MoECHE anticipates that this dialogue will contribute significantly to improving access to quality education and building resilience in the education sector.
