INVITATION TO BID FOR INDIVIDUAL LOCAL CONSULTANCY
Save the Children International (SCI) Somaliland program hereby invites interested individual local consultants to bid for the consultancy assignment detailed below
Job recruitment
- Title of Consultancy: Terms of Reference for consultancy for a Study on the Impacts of Climate Change on the Education Sector
2. SCI Contracting Office: Save the Children in Somaliland
3. Period of Consultancy: Total duration will be 30 working days
4. Consultant type required Experienced and relevant Local Individual Consultant (Consultancy Company is not applicable)
5. Responsibility for Logistics arrangements and Costs
Save the children will pay the consultant fee in a lump sum and will not reimburse any other incurred costs during the assignment. The consultant will cover their own Logistical arrangements costs; including food, accommodation, local transport, insurance and all cost associated with data collection work.
6. Taxation Provisions
The consultant shall be responsible for all applicable taxes related to the consultancy services, in accordance with local tax regulations at the SCI contracting office will apply and shall be withheld by SCI.
7. Travel requirements
Save the Children will cover travel cost outside Hargeisa for the purpose of this consultancy.
8. Security requirements
The consultant will comply with the standard of Save the Children Security procedures.
9. Consultant’s Experience Requirement:
This consultancy assignment will focus exclusively on assessing the impact of climate change on the education sector in Somaliland. Applications are invited from qualified individual local consultants with proven expertise in the education sector analysis, climate resilience, and contextual understanding of Somaliland’s institutional landscape.
KEY PROFESSIONAL REQUIREMENT
Skills and qualifications
Minimum Qualifications and professional experience
· Relevant Technical Expertise: Advanced qualifications (Master/PHD) in education, climate change, environmental studies, or a related field, with a strong track record of conducting analytical studies within the education sector.
· Documented Experience: Evidence of successfully completed assignments of comparable scope and complexity, particularly those addressing climate-related challenges in education. Applicants should submit supporting documentation such as signed contracts, final reports, or letters of endorsement.
· Institutional Engagement: Prior experience collaborating with key government entities—including the Ministry of Education and Science (MoES), Ministry of Environment and Climate Change (MoECC), and the National Disaster Preparedness and Food Reserve Authority (NADFOR) will be considered a significant asset.
· Contextual Familiarity: Demonstrated understanding of Somaliland’s education system, climate vulnerabilities, and policy frameworks relevant to resilience and adaptation.
· Language Professions: Excellent command of the English language, with proven analytical, report writing, presentation, and facilitation skills.
· Information Communication Technology: Computer literacy and proficiency with Microsoft Office, GIS, etc.
· Commitment: Availability to complete the assignment within strict deadlines.

Consultant Qualification and Experience:
o Qualifications and general experience of the consultant demonstrating specific experience in conducting similar assignments, particularly in Somaliland/Somalia within the past five years, with reputable organizations.

Application Procedure
Candidates interested in the consultancy are expected to provide the following documentation:
- A technical proposal with a detailed response to the TOR, with specific focus on the scope of work, methodology and timelines.
- Initial work plan and indication of availability
- A financial proposal detailing the daily rate
- Two copies of recent and similar studies previously conducted or participated by the consultant (reports).
- A detailed curriculum vitae (CV) of the consultant with contact details (the CV should include at least three traceable references).
