The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards the cost of Somaliland Education for Human Capital Development Project (E4HCD). The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland.
The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.
Responsibilities:
The main aim of the assignment is to support project teams in the preparation of project appraisal reports; to formulate project environmental and OHS aspects related to civil engineering and contracting; and evaluate E4HCD projects to ensure that signed contracts about works aspects are safe and executed as per the specifications and contract’s timelines. The Environmental Specialist is required to promptly identify emerging environmental and OHS issues and ensure these are immediately addressed within the Bank rules and procedures. Skills and qualifications
Selection will be based on the qualification and experience of the candidate and followed by an interview. At a minimum, the candidate is expected to have the following level of qualification and experience:
· Master’s degree in environmental sciences or related fields (including Ecology, Natural Resources Management, GeosciencesClimate Change etc.)
· Minimum of eight (8) years relevant professional work experience in environmental impact assessments, environmental audits, legal and policy review, and formulation of project action plans for environmental safeguard management in projects financed by international donor agencies (preferably the World Bank)
· Conversant with relevant national and state environmental laws.
· Proven ability to advise and support project environmental and social assessment and preparation
· Excellent interpersonal, writing, and communication skills, ability to work in English is essential, as is knowledge of Somali language and culture
· Experience of working in conflict-affected countries is an advatage
· Knowledge of local dynamics and legal systems is an advantage.
· Familiarity and experience with WB Environmental and Social Framework is an advantage
· Knowledge and experience of ICT-based Office applications and tools (word processing, spreadsheets and data processing, and PowerPoint).
REPORTING
The Environmental Specialist will report directly to the Somaliland PIU Project Coordinator and closely work with PIU staff. She/he will work under the overall guidance of the Director General, Somaliland Republic MoES, Somaliland Republic to smoothly run project operations.
The Ministry of Education and Science now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
Duration of Assignment
Contract is for One year (1) year with possibility for extension based on requirement. The duty station is MoES, Hargeisa. Travel to the Project districts required.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
