B. About the Role
We are seeking a dynamic and experienced Human Resources Manager to join our team in Hargeisa. The HR Manager will play a strategic leadership role, reporting directly to the CEO, and will oversee all aspects of HR planning, operations, compliance, and team development.
C. Job Description
• Develop and implement HR strategies aligned with overall business objectives.
• Bridge management and staff relations, addressing grievances and promoting engagement.
• Lead and manage recruitment, onboarding, and talent acquisition processes.
• Develop HR systems, policies, and procedures in line with legal and ethical standards, including the creation of Standard Operating Procedures (SOPs) and employee manuals.
• Oversee performance management frameworks and drive a high-performance culture.
• Manage compensation and benefits structure in line with internal equity and market trends.
• Identify training needs and implement professional development programs.
• Prepare HR reports and analytics for strategic decision-making.
• Ensure compliance with labor laws and HR best practices.
• Foster a positive and inclusive work environment.

Skills and qualifications

Required Qualifications and skills
• Bachelor's degree in Human Resources, Business Administration, or related field.
• Minimum of 7 years of proven experience in an HR managerial or executive role.

• Strong command of English is mandatory; Somali, Arabic, or other languages are an advantage.
• Skilled in report writing, negotiation, and conflict resolution.
• Excellent interpersonal, communication, and leadership skills.
• Familiarity with HR software systems and analytics.
• In-depth knowledge of labor law and compliance.
• Demonstrated ability to build and maintain professional relationships across all levels.
• Strategic thinker with the ability to execute operational HR plans.
