MSF is an independent humanitarian medical organization providing emergency medical aid to populationsin need. MSF Somalia mission is seeking a qualified person for the position below:
Job Title : DEPUTY PROJECT COORDINATOR
Work Location : GURIEL_SOMALIA
Start date : AS SOON AS POSSIBLE
Length of contract : Fixed term (1year) 100% with 3 to 6 months’ probation period.
Main Purpose
The Project Coordinator (PC) delegates ad hoc some responsibilities to the Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers. In general terms. The Deputy Project Coordinator will assist the PC in planning project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed.
He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning.
Accountabilities
 Contribute to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
 Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.
 Participate in the security management in the project, updating the security guidelines.
 Upon request of the PC, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and day to day negotiation on ground according to set agreements & MoUs. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)
 Support the PC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.
 Participate in exploratory missions according to the PC’s indications, in order to better comprehend context, priorities, constraints and population needs.
 Support the PC to establish operational presence to launch a new project in a high-insecurity context.
 As delegated by PC among others.
o Negotiate access and security arrangements with authorities and local actors
o Obtain legal registration or operating permissions

MSF Section/Context Specific Accountabilities
Main responsibilities:
 Share with the PC information regarding the political and security situation, analyse
the threats for the national and expat staff and the project and participate in security
and context report preparation.
 Assist the PC in every aspect, in order to ensure smooth and effective set up and
running of the project.
 Develop contacts with local authorities and relevant actors, representing MSF in the
absence of the PC after consultation.
 Know the MSF charter in Somali, and promote its principles in the project.
 Follow MSF financial, administrative and HR policies and procedures, with the support
of the coordination administration team.
 Oversee logistic and administrative issues. Ensure efficiencies in terms of project
objectives and utilization of MSF resources.
 Assist the smooth running of medical activities and promote good teamwork amongst
medical staff.
 Report to the PC regularly all relevant information on activities and problems
encountered in terms of both security and objectives.

Security:
 Report all information on events, rumours, patient, staff and community complaints
which may have a bearing on security to PC.
 Responsible for implementation of security policy and management of security
issues and personnel. Following LSSP
 Actively participate in context analysis followed by supporting Project Coordinator for
developing LSSP for the assigned project.
 Do regular analysis of the security situation together with the PC and to advise at all
times to the best of his knowledge on security concerns and the measures to be
taken.
 Define, in cooperation with the PC, security policy and its practical implementation
and dissemination within the team after consultation with PC
 Responsible for the planning and authorization of all vehicle movements paying
close attention to the security situation.
 Monitoring the political movement of the different stakeholders in Galgadud region
including (Al-shabaab, ASWJ, SNA and Galmudug forces) and reporting accordingly
to the PC.
 Closely monitoring clan dynamics clashes and proactively provide information after
analysis to the Project coordinator.
 Proactively identify barriers accessing health facility for patients, staff and
implementing measures to mitigate.
Networking:
 Do proper actor mapping frequently in Galgadud region by defining who and what
 Liaise with the local Head of security to collect security information on the ground
when necessary.
 Liaise with other sources of information to obtain information that could have an effect
on MSF operations.
 Have a good relationship with different security actors and community representatives
(elders committee) in the region.
 Develop network in order to update knowledge and comprehension of the security
environment.
 Represent the PC in official networking after consultation.
 Report promptly and discuss all new information with the PC.
 Identify and maintain working relationship with Ministry of Health (MOH), Hospital
administration.
 Identify humanitarian actors both local and International to collect information for their
activities.
 Maintain good relationship with clan elders

Representative functions:
 Must be aware that at all times and in all places considered to be the representative of
MSF.
 Entertain and develop contacts with network of local authorities and relevant actors.
 Organise and attend relevant meetings representing MSF including (cluster meeting,
Quarterly meeting and other ad hock meetings in the state).
 Guarantee MSF policy and image with the national staff and the local population.
Media:
 Ensure that all media request are always transferred to the PC, whether the PC is on
the field or not.
 Avoid disclosing MSF visibilities without approval from Project Coordinator.
 Collect information for visibility strategy from other humanitarian actors followed by
sharing with PC to analyse.
 Monitor closely local media to collect information to utilize for smooth implementation
of activities.
Supervision of activities:
In collaboration and consultation with the PC and other relevant coordination staff, to oversee
and assist with activities of the following departments.
A. Finance and HR
Finance
 Supervises Admin Department for cash box management/ Mobile money
management
 Supervises Admin Department for cash inventory, monthly closing and sending to the
Coordination
 Review the monthly Cash Request with Admin Department.
 Following of correct standard accounting procedures.
 Responsible for all expenses involved in the project.
Human Resource (HR)
 Supervises and supports for both national staff including guards
 In cooperation with the Field Team, intervene in conflict prevention and resolution in
the project.
 Brief newly recruited staff on security, as well as general and specific attitudes and
aspects of the local culture.
 Assist HR team for recruitment.
 Inform directly the PC in case of any HR abnormalities, dissatisfaction, external job

demands, etc
 Ensure all national staff understand and comply with Internal Regulations
B. Logistics
To oversee and assist the efficient and timely functioning of the logistics department with respect
to but not limited to the following:
 Proper use of all MSF equipment
 Tracking and documentation of cargo movements
 The following of correct procurement and purchasing procedures
 The tracking of fuel usage including generators
 The following of correct validation procedures for all logistic activities
 The following of correct reporting procedures
 Timely and efficient support of all medical activities.
 Ensure tax exemption/ waiver obtained for MSF, s supplies to GalMudug.
C. Medical
To oversee and assist the efficient and timely functioning of medical activities in collaboration
with Field medical referent and coordination with respect to but not limited to the following ;
 The reporting of patient complaints or perceived abnormalities in the following of protocols
and patient treatment.
 To oversee the organisation and efficiency of referrals.
 To evaluate the needs of the target population from a medical and humanitarian
perspective within the coverage area.

D. External activities
 Support the external activities of the project in any way that is required; reports on
external activities as appropriate.

Reporting
 Daily/Weekly and monthly reporting including analysis or as requested by PC on:
 Security/context
 Operations
 Humanitarian
 Regular updating the MSF standard online reporting tool e.g WER, assist PC in
completing Incident reports, preparation of FTRs (Field Trip Request)

Additional Tasks:
 Be flexible and be able to give assistance with different activities not included in this
primary job description.

Requirements
Education

 Preferably a medical or paramedical qualification or university-level studies.

Experience

 Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs.
 Essential minimum 1 years working experience with MSF in similar Job

Language

 Essential: proficient in English and Somali languages.
Knowledge

 Essential computer literacy (word, excel and internet) Competencies
