The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali-Horn of Africa Infrastructure Integration Project (SHIIP) and intends to apply part of the proceeds to engage a consulting firm to Develop Somalia National Transport Policy (NTP).
The consulting services (“the Services”) include to develop a National Transport Plan that includes an action plan addressing the legal, institutional, technical, and operational deployment of the NTP at the federal level. Ensure alignment with international standards while incorporating financial needs and costing for short, medium, and long-term actions.
The Consultant will undertake all the specific tasks detailed out in the Terms of Reference.
The duration of the assignment is expected to take a maximum of six (6) months.
The Detailed Terms of Reference for this assignment with the scope of the assignment can be found on the Ministry of Public Works, Reconstruction and Housing’s website: www.mpwr.gov.so, or it can be provided upon submission of the application by e-mail to the e-mail address provided below.
The Project Coordination Unit under the Ministry of Public Works, Reconstruction and Housing (“Client”) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.).
Skills and qualifications
The shortlisting criteria are as follows:
a) Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in transport sector for at least ten (10) years
b) Relevant experience: The firm shall demonstrate experience in in policy formulation and analysis, policy implementation, infrastructure development, regulatory compliance, international transport standards, transport integration, stakeholder engagement, cross-cutting issues and sustainable transport practices. Additionally, the firm should demonstrate successful execution and completion of at least three (3) assignments of a similar nature and in a similar operating environment in the last Seven (7) years. Details of similar assignments - Name and address of the client, scope, value, and period should be included in the Expression of interest (EOI).
c) Experience of relevant services in an environment similar that of Horn of Africa
d) Technical and managerial capability of the firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software, etc, and managerial capacity to undertake the assignment. Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to section III para 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
