Job Title: Admin/Finance Officer
Organisation : Tubsan National Centre for P/CVE
Duty station: Somalia, Mogadishu
Supervisor: Tubsan Director General or his/her designated representative
Background
Somalia faces ongoing threat from Al-Shabaab and ISIL-Daesh, both UN Security Council-listed terrorist organizations. The FGS has taken initial steps to implement its obligations under Security Council and General Assembly resolutions by adopting a National Prevention and Countering of Violent Extremism Strategy (PCVE Strategy) in 2024. However, their capacity, expertise and resources fall short to implement the national strategy effectively. As such, regional cooperation also remains limited, even though the IGAD regional strategy on Prevention of Violent Extremism was developed with Japanese support. Somalia still needs to ratify many of the 19 universal legal instruments against terrorism. The preventive measures to address the root causes of violent extremism and prevent further recruitment and radicalization are in very initial stages.
The project will assist Somalia to operationalize its PCVE National Strategy and Action Plan and strengthen capacity of the relevant Somali stakeholders at national and state level, including civil society, women’s groups, private sector and diaspora
Large parts of Somalia are still effectively under control of Al Shabaab, where it provides de facto governance by enforcing taxation, education and providing some form of justice. A key element for the Federal and State government to be able to provide a comprehensive and integrated response to AS, is to have a functioning coordination mechanism.
Without the coordinated response, activities undertaken to prevent and counter violent extremism will remain in a vacuum and will not add to a sustainable overall progress at national or regional level.
The Tubsan National Centre for PCVE at the federal government level lies at the nexus of all these functions;
* Provide for coherent coordination within the overall development of the federal arrangements in Somalia. The UNDP has signed a letter of agreement (LOA) with the Coordination Office at OPM support its efforts to undertake these functions. In that regard, the Tubsan seeks to hire a consultant to carry out the functions of finance and administration in respect of the funds that will be made available to the Tubsan under the LOA. The Finance and Administration consultant will report to the Tubsan Centre or his/her designated representative.
Duties and Responsibilities
Under the supervision of the Subsan National Centre for P/CVE or his/her designated representative, the Administration and Finance officer will be expected to carry out the following:
* Manage administrative, human resources and financial activities related to the successful execution of all project budget lines:
* Ensure that adequate financial controls are in place to maintain proper accountability expenditure.
* Coordinate and act as focal point for issues relating to finance (including salary, payment of DSA etc, and processing of invoices and receipt of funds) for activities carried out.
* Support and guide the Tubsan in reporting requirements, clearance procedures for finances, procurement, recruitment, travel, and related issues;
* Initiate requests for funds from International Partners;
* Reconcile the records of payments with activities;
* Proper inventory control and proper issuance of inventory items and supplies;
* Provide assistance in the preparation of project budgets, and other reports;
* Preparation of relevant information and reports for audit exercises.
* Ensure effective procurement, Budgeting and Financial and Assets management, focusing on the achievement of the following results;
* Assist in the preparation of project activity budgets based on approved work plans;
* Raise requisitions and be the project financial focal point;
* Liaise with Implementing Partner in the implementation of any letter of agreement (LOA) and ensure that activities are not undertaken beyond contractual period;
* Maintain an appropriate filing system documenting the implementation of approved work-plan activities. Provide Effective and efficient activity implementation support focusing on the achievement of the following results:
* Carry out all administrative, personnel and financial tasks required to ensure that appropriate control reporting structure are maintained in accordance with OPM/UNDP Rules and Regulations;
* Undertake other duties as requested by the supervisor

Skills and qualifications
* Qualifications:
Education:
* Advanced university degree in business administration, public administration, finance, social sciences or equivalent qualifications, preferably with specialized certification in Accounting and Finance
Experience;
* 3 years of administrative and programme/project experience is required with the Federal Government or international NGOs;
* Advanced skills in the usage of computer software packages (MS Word, Excel, etc), and web based management systems. Nationality: Somali
