Terms of Reference (TOR) for HR Officer in (Construction Industry)
Position: HR Officer
Location: Garowe Puntland Somalia
Reports To: Admin & Finance Manager /Senior Management Team
Employment Type: Full-Time
Job Summary
The HR Officer is responsible for managing all aspects of human resources within the organization. This role combines strategic and operational HR functions, including recruitment, employee relations, compliance, payroll, training, and performance management. The HR Officer ensures the company attracts, retains, and develops a skilled workforce while maintaining compliance with labor laws and fostering a positive work environment.
Key Responsibilities and Duties
1. HR Strategy & Workforce Planning
• Develop and implement HR strategies aligned with the company’s long-term business goals.
• Conduct workforce planning to forecast staffing needs based on project pipelines, growth projections, and industry trends.
• Develop and implement HR policies and strategies aligned with construction industry demands.
• Ensure proper workforce planning and deployment at multiple construction sites or projects.
• Support management in developing strategies to improve labor productivity and retention.
• Identify skills gaps and develop strategies to address them (e.g., recruitment, training, succession planning).
• Post job advertisements, screen resumes, conduct interviews, and manage hiring decisions.

2. Payroll & Benefits Administration
• Initiate and oversee payroll processing, ensuring accuracy in wages, overtime, and deductions.
• Ensure timely salary disbursement for all employees, including contract and site workers.
• Manage employee benefits such as health insurance, allowances, and leave entitlements.
• Maintain accurate payroll records and ensure compliance with tax and labor laws.
• Handle disputes related to wages, benefits, and contract terms.
• Ensure all policies are aligned with legal requirements and industry best practices
3. Training, Awareness, Health & Safety Compliance
• Develop and coordinate health & safety training programs in collaboration with the HSE (Health, Safety, and Environment) department.
• Ensure employees receive proper safety inductions before deployment to construction sites.
• Implement skill development and certification programs for workers and supervisors.
• Promote awareness of workplace safety regulations and HR policies across project sites.
• Ensure that all employees are fully aware of and comply with site and company policies regarding safety, work ethics, and professional conduct.
• Develop, distribute, and enforce site and company policies to all workers and administrative staff.
• Conduct regular refresher training sessions to ensure employees understand and adhere to safety procedures and workplace regulations.
• Organize awareness campaigns, particularly for laborers, to educate them on safety measures, workplace rights, hygiene, and best practices in a construction environment.
4. Performance Management & Disciplinary Actions
• Implement a performance appraisal system tailored to site staff and office employees.
• Develop a system for tracking workforce productivity and project contributions.
• Handle disciplinary actions, warnings, and terminations following company policies and labor laws.
• Encourage recognition programs to reward outstanding employee contributions.
• Monitor policy adherence and address violations appropriately.
• Identify high-potential employees and develop succession plans.
5. Compensation & Benefits Management
• Oversee salary structures, benefits administration, and incentive programs.
• Ensure fair and competitive compensation strategies in line with market trends.
• Handle employee benefits, including health insurance, leave policies, and wellness programs.
• Conduct salary benchmarking to ensure competitive compensation packages
6. Employee Relations
• Act as the primary point of contact for employee concerns, grievances, and conflicts.
• Promote a positive and inclusive workplace culture.
• Conduct investigations and resolve employee relations issues in compliance with company policies.
7. HR Data & Reporting
• Maintain accurate and up-to-date employee records, including contracts, work permits, attendance, and payroll data.
• Generate reports on workforce utilization, turnover rates, absenteeism, and compliance status.
• Provide management with insights into HR-related challenges and recommend improvement plans
Skills and qualifications
• Education: Bachelor’s degree in Human Resources, Master’s degree or HR certification (e.g., SHRM-CP, PHR) is a plus.
• Experience: Minimum of 5–7 years of experience in HR management, preferably in the construction industry field.
• Knowledge: Strong understanding of labor laws, regulations, and HR best practices.
• Skills:
o Excellent communication and interpersonal skills.
o Strong leadership and team management abilities.
o Proficiency in HR software and Microsoft Office Suite.
o Analytical and problem-solving skills.
